Nigerians’ social welfare, our priority, says Speaker Abbas
The Speaker of the House of Representatives Rt. Hon. Abbas Tajudeen, Ph.D, on Tuesday, restated the commitment of the legislature to addressing the socio-economic challenges facing Nigerians, stressing that it is a priority for the 10th House.
Speaker Abbas, in his opening address to welcome members back from a two-month annual recess of the National Assembly, expressed concerns over the hardships occasioned by economic instability in the country.
“In the course of our recess, our country has continued to face numerous challenges and presented with even greater opportunities and prospects. It is now our collective responsibility to address these issues with wisdom, integrity, and a commitment to the betterment of our society.
“The people have placed their trust in us, and it is our duty to honour that trust by working diligently towards their welfare. Thus, as we resume our legislative duties today, it is crucial that we prioritise the needs of our constituents. We must remain steadfast in our commitment to promoting good governance, ensuring social justice, and fostering economic growth.
“Our decisions should be guided by a deep understanding of the issues at hand and a genuine desire to improve the lives of those we represent,” he said.
While noting the “enormous challenges” confronting the nation at this time, the Speaker stated that they are “challenges that will engage our attention in the coming days and months.”
The Speaker decried that in spite of the numerous successes recorded by the country’s gallant security personnel, national security remains precarious.
He said: “While we mourn the loss of fellow citizens who had to pay the supreme price in the line of duty, we must condemn these attacks on the state and citizens in strongest terms. However, our best response will be the deployment of our legislative powers and instruments to ensure the security of life and property across the country.”
He added that the country is challenged on several economic fronts: cost of living crisis occasioned by high cost of energy, cost of food is skyrocketing daily, lack of livable wages, the negative effects of the unpredictable and fluctuating foreign exchange rates, a disappearing middle class and a host of other issues.
“When people are hungry and despondent, what is needed is a leadership with a clear vision, a leadership that on daily basis, demonstrates its commitment and capacity to tackle the challenges at hand; a leadership that should be innovative in proffering short and long term solutions. That is what Nigerians need at this time and as Representatives of the people, we must rise up to the occasion.”
While the Executive arm of the government is engaging the citizens and trying to work out strategies to tackle the hardship in the country, the Speaker said legislative actions must therefore be dictated by a clear robust vision aimed at supporting the Executive in restoring the citizens on the path of prosperity.
“We must deploy the necessary legislative instruments to create jobs, ensure payment of living wages in the civil service, pull Nigerians out of poverty, address the prevailing infrastructure deficit, rid the country of crippling insurgency; ensure the security of lives and property and affordable functional education so that no child is left behind,” he said.
Speaker Abbas also noted that it was on account of these economic challenges that the organised labour, under the aegis of the Nigeria Labour Congress (NLC), “seems to have lost patience with the painstaking effort of the government to plan and provide sustainable minimum wage and palliatives to citizens.”
He made reference to the plan by the organised labour to embark on a nationwide strike by midnight, following the expiration of a 21-day ultimatum issued to the government.
He stated: “As the peoples’ representatives, we feel and equally share in the pains of our people at these very difficult times. However, I would like to appeal to the Nigerian Labour Congress to consider the various actions being taken by the Federal Government to alleviate the current hardship faced by Nigerians.
“As promised earlier, this House remains committed to getting a survival wage to all Nigerian workers. The 10th House had assured Nigerians that we would be interfacing between the organised labour and the government to quickly work out a realistic new national minimum wage and such other palliatives to enable citizens cope with the economic impact of fuel subsidy removal, the downward fall of the naira to the dollar, skyrocketing cost of food and general high cost of living in the country.
“It is in our considered opinion that embarking on a nationwide strike at this point will only aggravate an already bad situation. I, therefore, urge the leadership of labour unions to give us the benefit of doubt and suspend any planned strike action while we engage the Executive.”
Speaker Abbas also said in the coming days, the Executive arm of the government was expected to present a 2023 Supplementary Appropriation Bill as well as the 2024 Appropriation Bill to the House. He, however, noted that the time to consider the money bills would be short, “but we must roll-up our sleeves and get to work immediately and ensure the speedy consideration of the bills that will encapsulate the yearnings of the people.”
The Speaker stated that the 10th House would maintain the tradition established by the 9th House in terms of speedy consideration of the appropriation bills, which returned the country to a January-December budget cycle. However, he stated that the lawmakers “must diligently consider the bills to ensure that they meet the needs of our constituents.” He stressed further that they must put in extra work hours to ensure that the budget is passed in good time to enable its implementation from the first day of 2024.
He said: “Our nation and indeed this 10th House of the people does not have the luxury of time in the face of profound national challenges. We must, therefore, do everything within our powers to champion causes towards addressing the yearnings of our people.
“On this score, our goals are clear, our determination unrivalled. We must key into the Legislative Agenda of this House as a roadmap towards navigating our numerous challenges. Our bills, motions, resolutions, actions and more should mirror the Legislative Agenda, being a joint product between the House and citizens.”

Abia: LG Chairman, Iheke accused of using soldiers to detain IRS agent, claims Governor Otti’s support
The Chairman of Aba North Local Government Council, Hon. Timothy Kalu Iheke has been accused of excesses and high-handedness in revenue collection at the popular Ariaria International Market.
In a statement issued on Monday by Ariaria Stakeholders Forum and signed by its Chairman, Chief Emmanuel Chukwudi and Secretary, Chief Boniface Kalu on Sunday, the Forum lamented the excesses of the Local Government where he used the soldiers to detain the Managing Director of Star Nkey Ventures, Mr Benedict Elias who is a law abiding citizen.
The statement made available to CAPITAL POST pointed out that Mr Elias was duely appointed as agent to Abia Stat3 Board of Internal Revenue Service (ABIRS), hence, he wasn’t carrying out illegality.
The LG however claimed to have the backing of Governor Alex Otti, but further findings revealed that the Governor would never support illegality to the extent that a law abiding citizen was arrested and detained.
A source told CAPITAL POST in Umuahia that Governor Otti believes in the rule of law and will not support any intimidation whatsoever.
Partof the statement read: “The attention of Ariaria Stakeholders Forum (ASF) have been formally drawn to the unlawful and improper action taken by the Local Government Chairman of Aba North Local Government, Mr Timothy Kalu Iheke who used soldiers to illegally arrest and detain the Managing Director of Star Nkey Ventures Nig, Mr Benedict Elias, a duely appointed Revenue Agent of Abia State Board of Internal Revenue Service (BIRS), regarding the revenue collection at Ariaria International Market, Aba, Abia State.
“The Local Government Chairman of Aba North, Mr Timothy Iheke had attempted to unlawfully assume control over the revenue collection operations at the Ariaria Market, which is under the jurisdiction and authority of the Abia State Government wherein the Abia State Board of Internal Revenue Service (BIRS) is saddled with the responsibility of revenue collection in the said market.
“The Local Government Chairman has no legal authority to interfere with or take control of the revenue collection process that falls under the remit of the State Government market.
“However, despite this, the LG Chairman Mr Iheke had unlawfully and wrongfully used soldiers who before now have been banned by the appreciate authorities from engaging in such illicit activities to unlawfully arrest without any warrant of arrest and illegally detain Mr. Benedict Elias without any detention order at Central Police Station (CPS) Umuahia for two days over false and baseless allegations.
“Mr Benedict Elias the Managing Director of Star Nkey Ventures Nig. a duly appointed and authorized Revenue Agent of the Abia State Board of Internal Revenue Service was falsely accused of impersonation and of being a fake revenue agent, charges that are entirely unfounded and baseless.
“We would like to emphasize that Mr. Benedict Elias was legally and duely appointed on 13 September 2024 to 31 January 2025 by the Abia State Board of Internal Revenue Service, BIRS, and was fully authorized to carry out revenue collection and enforcement duties at the Ariaria market which he stopped collection of any revenue at the expiration of the said contract with the state government.
“His appointment letter and identification as a state revenue agent, were in full compliance with the law and can be verified by the relevant authorities.
“The actions taken by the Local Government Chairman Mr Iheke and his unauthorized use of soldiers to arrest a legitimate state revenue agent are highly concerning and represent an overstep of authority.
“This interference not only disrupts the lawful revenue collection process but also undermines the authority of the State Executive Governor, Dr Alex Chioma Otti on which Abia State Board of Internal Revenue Service is working for.
“The Board Chairman of BIRS had on many occasions warned Mr Timothy iheke to desist from harassing a Mr Benedict Elias and his team who are bonafide Abia State revenue agent in Ariaria market which is state owned but Iheke blatantly refused but rather threatened to deal with the Board Chairman for telling him to desist from working against the interest of the state government.
“As Stakeholders of Ariaria International Market which most of our members have been doing business in the market for over 40 years, we know Mr. Benedict Elias and he has never been involved in any form of illegality or any questionable acts. He is a man of integrity and uprightness.
“We respectfully request that an immediate investigation be initiated into the actions of the Local Government Chairman, Mr Timothy Iheke, and the use of soldiers in this unlawful arrest. Additionally, we ask that Mr. Benedict’s name be cleared and any wrongful actions against him be rectified.
“The relevant authorities at the Abia State Board of Internal Revenue Service should be consulted to verify Mr. Benedict’s legitimate position and the legal framework governing revenue collection at the Ariaria market.
“We trust that a thorough investigation will be conducted and appropriate action taken to ensure that the Aba North Chairman, Mr Timothy Iheke is brought to book to account for the use of soldiers on an unarmed and law-abiding civilian Mr Benedict Elias.”

Echocho in a statement madeavailable to CAPITALPOST in Lokoja o Sunday, described the Ramadan period as stressful, but deserving, because it is the only period for spiritual reflection on abstinence from immorality, sincere sacrifice and supplications to Allah.
He added that, Ramadan symbolises Allah’s way of teaching humanity on virtuous living, where people keep away from all forms of comfort to appreciate what the less privileged experience and deprivation they suffers daily.

The President of the Senate, Senator Godswill Akpabio has commended Senator Basheer Lado, for redefining the Office of the Special Adviser to the President on Senate Matters, stating that, for the first time in a long while, the office is fully meeting its expectations.
Speaking during his visit to the office of the Special Adviser to the President on Senate Matters accompanied by distinguished senators, Akpabio described the visit as a significant step in strengthening Executive-Legislative relations.
He praised the Special Adviser and his team for maintaining the confidentiality of communications between the President and Senate, and also, ensuring a seamless flow of information. He further emphasized that the office is now more result-oriented.
Additionally, he acknowledged the office’s diligent efforts in tracking all Bills passed by the Senate and assented to by the President, underscoring its critical role in legislative efficiency.
