Published

on

The Provisionary Committee of the proposed Nigerian Coast Guard, PC-NCG has warned the general public against extortion in guise of recruitment or enrolment as anyone parading himself as promoter of the Nigerian Coast Guard other than Captain Noah Ichaba is an impostor and a dupe.

In a statement made available to CAPITAL POST on Wednesday, said, this information has become necessary in view of a publication in Vanguard Online of 8thMarch 2025, titled “Coordinator of provisional Nigerian Coast Guard appeals to NASS for bill passage”.

Change of Name

Captain Ichaba urged the public to disregard the information as it is only the PC-NCG that has the right to issue a statement updating Nigerians as the bill awaiting legislative attention would soon be passed into law by the 10th National Assembly.

Part of the statement said: “We respectfully invite the attention of patriotic, impartial and ready to act relevant authorities, misled groups, authentic stakeholders and members of the general public, to note that, the stories regarding the purported acceptance of some Registered Private Maritime Security Groups into the Nigerian Coast Guard, were nothing, but, a brazen criminal impersonation, and a contemptuous cover-up and an act meant to ridicule law enforcement agents and a provocative invitation to acrimonious conflicts.

“Some other persons are ingloriously parading themselves making weird claims without substance, but with the motive to hoodwink the intelligence of members of the general public and the desperate job seekers, whom they are ready to “dagbo”, in the name of recruitment into a non-existing job or organization, and a non-certification training of no value.

“This fraudulent practice, which they have carried out over the years, and which has led to the death of many of their victims or that has fostered disaffection and separation in some families, would not be encouraged to continue with use of the provisional operation platform of the Nigerian Coast Guard.

“While the Facilitation Team of the proposed Nigerian Coast Guard is genuinely concerned with national interest and the future of the unborn Nigerians, these immediate economic package seekers have prided themselves in hot campaign of calumny against PC-NCG.

“This is an evidence that they are persons suffering from last-card hallucination and stressful financial disorder.

“Due to that, they want to make the money and ego by hook or crook. As a result, those they succeed in deceiving becomes their caged victims, with a mirage expectation.

“Their countless but cruel illegalities tumble over one another. The extent of cajoling Registered Private Maritime Security Outfits into a never to work marriage of deception shows the degree of disregard for boundaries. Enough of that imposturous and subversive stance. Enough of mediocrity and underhandedness.

“Enough of the unprovable claim and utter falsehood. These realities have been brought to the fore to evoke appropriate action by relevant authorities, stakeholders, private maritime security practitioners and members of the public, as these are not synonymous with the ideals of selflessly and patriotically pursuing a legitimate cause of facilitating the legal existence of the proposed Nigerian Coast Guard.

“Immediate AIP on appropriate burdens be followed. No two ways about it.

“These realities have been brought to the fore to evoke appropriate action as his sordid actions were not synonymous with the ideals of selflessly and patriotically pursuing a legitimate cause.

“He has succeeded in exposing himself for immediate AIP on criminal charges. No two ways about it.”

Change of Name

“Coordinator of provisional Nigerian Coast Guard appeals to NASS for bill passage” and wishes to say that, that was the handiwork of an imposter and his unrefined accomplices, as such, the publication and the its author be disregarded.

“The fraudulent action by a gang of unscrupulous Economic package seekers, scavenging on unsuspecting Nigerians, through misleading information, recruitment and illegal military training in the name of Nigerian Coast Guard, has led them to heap multiple allegations on Government Establishment by claiming that FG’s Agency is the energy behind their illegalities, which PC-NCG has confirmed to be untrue.

“To show that they are not connected with the proposed Nigerian Coast Guard Bill No: SB.575of 2024, they have sheepishly continued to refer to Nigerian Coast Guard Establishment Bill SB.844 of 2021, while presenting it as if it is the first that Coast Guard Bill was placed beforethe National Assembly. Going by history, there has been about 16 of such initiatives.

“The authorities, stakeholders, concerned groups and the public is informed to know that it is glaring, that there are several contradictions and conspicuous evidence of criminal motive with the publication made by the impostor.”

He has been indulged in illegal activities and impersonation and there was need to be curbed once and for all, for, it is written that “whoever walks in integrity walks securely, but he who makes his ways crooked will be found out”.

Captain Noah Ichaba, the Coordinator of Provisionary Committee of the Nigerian Coast Guard, said, his attention has been drawn to a “misleading absurdity of jumping the gun with the composition and unveiling of the Nigeria Coast Guard Anthem at illegal gathering organized by an impostor.”

Change of Name

He recalled how this impersonator refused to turn in himself when he was officially invited by the Force Intelligence Bureau on 23rd May, 2024 over this same illegal activities, stressing that Nigeria is not a ‘banana republic’ where things are done any how.

In a statement he sent to CAPITAL POST in Abuja, Captain Ichaba said: “This impostor who is in breach of an official invitation extended to him by Force Intelligence Bureau (FIB) dated 23 May 2024, for false declaration on 7th March 2024 that Federal Government through Ministry of Transport, Marine and Blue Economy had given him approval to mobilize, recruit and train personnel for Nigerian Coast Guard.

“That he has also been designated as the National Director of the Provisional Operation and Activities of Nigerian Coast Guard.

“The authorities, stakeholders, groups and the public is informed that the Anthem for Nigerian Coast Guard announced on 8th March 2025, during an illegally organized meeting of the provisional Nigerian Coast Guard is not in consonance with practice and procedure.

“The defiant illegal actions have continued to draw criticism against efforts by the Facilitation Team of the proposed Nigerian Coast Guard, and it’s becoming like a wild fire set to blaze PC-NCG’s commendable sacrifices, to ashes.

“PC-NCG wishes to inform all and sundry that it has no hand in whatever illegalities that have been committed by business oriented persons impersonating the Facilitation Team.

“PC-NCG started on 30 April 2021 with clear and patriotic direction and pursuit, in consideration of what the country stands to gain nationally and internationally, instead of further loss due to the absence of a Coast Guard Agency.

“To achieve that, concerned Nigerians, as interested parties, resolutely came together to initiate, move, provide facilitative services, to achieve the legal establishment of the proposed Nigerian Coast Guard. This was done in consonance with the provision of freedom of association to promote a worthy cause under the 1999 Constitution of Nigeria.

PC-NCG wrote to relevant Establishments to inform about its provisional operation and activities, way back 2021/2022 through Court Affidavit, Court Judgement, letters, Press Statements, visits and other sources. PC-NCG dispatched a letters Ref. No: NCG/NHQ/CWPOL/VOL.1/001/22 dated 4 January, 2022. It equally conferred with such Bodies for guidance at necessary points and we kept updating these Agencies, till date.

“Also, enquiry on citizens’ right to choice of career, freedom of association and provisional operation and arrangements was sent to the Hon. Minister of Justice & AGF and others, Ref. No: PCOP/NCG/NHQ/ADM/CF&TC/Vol.1/001 dated 9th June 2022 among many others.

“IGP Office invited PC-NCG in 2022, we went there and were cleared. FIB invited PC-NCG on 21st August 2022, we went there and we were cleared. Enemies within us sued us to an FCT High Court Abuja on 20th July 2022 to stop the facilitation of Coast Guard, we won the case on 20th March 2024.

“On 5th May 2023, there was a press release captioned “worrisome activities of impostors and fake maritime security outfits” wherein Nigerian Coast Guard was named as one of such proscribed and fake outfits, but, PC-NCG put the record straight by saying that the impending Agency’s name and activities do not fall within the erroneous labelling of been a proscribed Association, but, suffice to say that the proposed Nigerian Coast Guard’s name is being impersonated by unscrupulous persons in some parts of the country. The illegal undertakings of those dishonest individuals, who are not part of the Bill “Facilitation Team is unacceptable and are hereby warned to quit their unlawful activities or face the full wrath of the law.

“This was reported in Nigerian Pilot Newspaper of 29th June 2023, signed by Capt. Noah Ichaba, CE & AO of the PC- NCG.

“The Provisionary Committee wishes to inform relevant Authorities, Stakeholders and the General Public that the stories published by impersonators are a reflex tears of emotional cry; coming with the usual rhetoric of criminally minded operatives.

“PC-NCG have given more than triple dozens of real reasons why establishing Nigerian Coast Guard is a matter of utmost priority and huge benefits, based on the realization that Coast Guard in Nigeria’s divine heritage, cash-cow of the nation, a child of necessity, an encouraging puller of core investors, an enhancer of Nigeria’s prestige on the international maritime front and a stimulant for various Operators doing business within the Maritime Community.

“It should be relevant authorities versus these spoiler gangs, for to prove their unprovable claim of recruitment, military training and other actions.”
