Member representing Katsina-Ala/Ukum/Logo Federal Constituency, Reps Richard Gbande has told government to use the 2021 budget which is in the works to address critical sectors of the economy.
The lawmaker in contribution on the general principle of the 2021 Appropriation bill, opined: “as representatives of the people, it is our responsibility to guarantee and ensure socio economic development of their well being”.
He drew attention of members to the concept of the annual budget appropriation, noting that it was for appropriating resources for.devwlopment of the people.
He further explained that this entails paying special attention to the minute details of the budget processes on formulation, implementation, monitoring, evaluation and feedback.
He said: “For effective and efficient implementation of the budget, which is the most important phases of any policy, we have to look at the components of the budget” he added.
Meanwhile, in a statement made available to CAPITAL POST, the Federal lawmaker condemned the extra judicial killing of Mr Terwase Agwaza, aka, Gana.
He said even though he had been consistent in condemning the reign of terror on Benue people by the late Mr Terwase Agwaza, he condemned the extra-judicial killing of a surrendered (Repented Militant).
According to him, the development impinges on the Rule of Law and International Humanitarian Laws which are sacrosanct and must always prevail hence, extra-judicial killings of suspects is unacceptable.
What the law says is that, “if you arrest a person, he is under your control, and so as a professional military man you cannot gun him down.”
“Extra-judicial killing is an infringement of the citizens’ rights to life and state violation of international human rights charter of which Nigeria is a signatory.
“The paper strongly recommends that Nigerian Security Agencies must be re-orientated on how best to protect the rights of the citizenry.
Gbande call on the State and Federal government to investigate the circumstances that led to the acts and to take further measures to address social, political, economic and environmental challenges.
The lawmaker urged government to adopt the strategies to calm the reprehensible act that can incite banditry and criminal acts, and address the conditions conducive to help build and sustain peace by addressing the root causes of the security crisis in the region, while asking to government to foster youth education and farmers empowerment programmes.
