NCFRMI trains staff on disbursement of 2024 budget

National Commission for Refugees, Migrants and Internally Displaced Persons (NCFRMI) on Thursday, organised a one-day seminar for its staff as part of efforts to improve operational efficiency in the disbursement of the 2024 budget.

Speaking, the Federal Commissioner and Chief Executive Officer of the Commission, Aliyu Tijani Ahmed stated that the seminar with the theme “The Imperative of Legal Fluency for Public Servants: Navigating Financial Regulation, Fiscal Responsibility, and Procurement Laws”, is targeted towards advancing the proficiency of public servants and the legal aspects that govern the commission’s financial and administrative systems.

Change of Name

According to the Federal Commissioner, with innovations in the area of public administration, there is the need for enhancement of knowledge for public servants to suit the current demands for effective service delivery.

“In an era where the complexities of governance are ever-expanding, the need for our public officials to be well-versed in the legal frameworks that underpin their actions cannot be overstated. Financial regulation, fiscal responsibility, and procurement laws are not just mere guidelines; they are the bedrock upon which transparent, accountable and effective governance is built.

“As public servants, the stewardship of the public’s trust and resources is a sacrosanct duty. It is a duty that requires not only dedication and integrity but a comprehensive understanding of the legal structures that ensure the democratic values we all cherish are upheld. The intricacies of financial regulations are designed to protect our economy, the principles of fiscal responsibility safeguard our future, and the statutes of procurement laws ensure fairness and equality in public service delivery.

“Let us take this opportunity to commit ourselves to the pursuit of knowledge, to arm ourselves with the legal acumen necessary to navigate the challenges of public service. In understanding the law, we become better protectors of the public interest and more effective guardians of the public purse”, he stressed.

One of the resource persons, Prof. Mustapha Usujji Medeaner, in his address, commended the commission for organising the seminar and urged other agencies to do the same.

“Let me start by commending the Commission for organising such seminar but I think each agency should emulate what they have done. It is to look at the financial regulation and the procurement act and the fiscal responsibility act. If you look at this holistically, it is just about the implementation of the budget in accordance with the extant laws. If you educate your people and each senior staff knows about this instrument and how to utilise it, we are going to have a follow up mechanism and how to implement it in the workplace”, he said.
