10th National Assembly: Why Hon. Makki Yalleman on Speakership race
The 10th National Assembly will be inaugurated in June, however, many lawmakers who won the recent parliamentary election have indicated interest for either the position of the Senate President or the Speaker of the House of Representatives.
The 9th National Assembly was inaugurated on Tuesday June 11, 2019 after the proclamation of President Muhammadu Buhari who was sworn-in on May 29, 2019. The inauguration of the 10th National Assembly is expected on June 13, 2023. Unlike the inauguration of President and Governors that have fixed date, the inauguration of National Assembly is not fixed as it is tied to the first Tuesday after the completion of the cycle of 4 years. The Federal Lawmakers have plenary sessions on Tuesday, Wednesday and Thursday except there is emergency issue.
Hon. (Dr.) Makki Abubakar Yalleman, Deputy Chairman, House of Representatives Committee on Defence and representative of Mallammadori/Kaugama Federal Constituency of Jigawa State is one of the lawmakers in the House of Representatives who have declared interest to contest for the Speakership position in the 10th National Assembly if the ruling APC which has majority seats in the Green Chamber decides to zone the position to the North West Geo-political zone.
Yalleman while declaring for the position of the Speaker recently said “I want to tell you that I will contest for the position of the Speaker of the 10th National Assembly if the leadership of our party, All Progressive Congress, APC zones it to the North West Geo-political Zone where I hail from.
“In respect of what I will do if I emerge as the speaker of the House of Representatives, I will carry everybody along irrespective of political parties, religion, ethnic and language differences. I will ensure harmony between the various arms of government, the Legislature, Executive and Judiciary arms of Government.”
According to Yalleman, critical bills and motions centered on growth and development of the country will be given adequate attention if he emerges as the speaker.
Explaining on the need to zone the speakership position to the North, either North Central or North West, Hon. Abubakar Makki Yalleman said he will abide by whatever decision the APC leadership takes on the issue.
Senator Ahmed Bola Tinubu who won the February 25 Presidential Election, is from Lagos State, South West and Senator Kashim Shettima, Vice President-elect is from Borno State, North East.
On why he thinks a lawmaker from Jigawa State should emerge as the Speaker in the 10th National Assembly, Yalleman noted that North West according to the Independent National Electoral Commission has the highest number of registered voters. Adding that the votes from his region also contributed seriously to the victory of Senator Ahmed Bola Tinubu in the last February poll.
According to him out of the seven states in the North West, Geo-Political Zones – Jigawa, Kaduna, Kano, Katsina, Kebbi, Sokoto and Zamfara States, Tinubu won in Jigawa and Zamfara States only, while he came 2nd in other states. He noted that due to internal party crisis, Zamfara lost the governorship election to the opposition Peoples Democratic Party, PDP.
He also noted that Jigawa State has not produced a speaker unlike other states in the region that have produced the Speaker of the House of Representatives.
Since 1999 to date Hon. Salisu Buhari and Ghali NaAbba (Kano); Hon Aminu Masari (Katsina) and Hon. Aminu Tambuwal (Sokoto) were the lawmakers from the North West who had served as Speakers of the House of Representatives. The 10th National Assembly will be inaugurated on June 13, 2023
Hon. Yalleman is among the group of lawmakers in the 9th National Assembly who warms others in view of his legislative activities, motions and bills sponsorship, contributions to debates among others.
Hon. Abubakar Makki Yalleman was born to the Family of Babananna and Asma’u Abubakar on the 22nd of May, 1969 in Tijanni Yalleman old Kano State.
From birth, he has always shown promise of becoming a very bright child and in 1976, his parents recognising his passion for learning, enrolled him in the Yalleman Tijjani Primary School in Kafin Hausa, in the old Kano State. He was an outstanding student in Primary School and was one of the Prefects during his final year in the School.
After obtaining his Certificate of Primary Education from the Yalleman Tijjani Primary School in 1982, Hon. Makki proceeded to the Senior Secondary Grammar School, Hadeija in old Kano State. Mr Makki continued his exploit as a bright and promising student in academic and sports throughout his time in secondary school. He graduated from secondary school in 1989, after passing the Senior School Certificate Examination, SSCE.
Hon (Dr). Makki Abubakar Yalleman have always had a love for computation of figures and it was that passion that helped him find his way into the Accounting Department of the prestigious Bayero University, Kano, Kano State in 1991. He graduated from Bayero University in 1995 with a BSc in Accountancy.
After graduation from university, Hon. Makki was posted to Lagos State for his National Youth Service Corps (NYSC) exercise where he served at the Central Bank of Nigeria Headquarters, Victoria Island, Lagos State from 1995 to 1996. After his NYSC, Yalleman proceeded to the Nigeria College of Accountancy, Jos, Plateau State, where he sat for and passed the required examination to be a Chartered National Accountant (CNA).
Hon. Makki joined the service of the National Electric Power Authority (NEPA) in 1997 as an Account Officer and served in different capacity and stations, also rising to the position of Assistant Manager (Accounts) in 2004 when he left the organisation. During the period of 1998 to 2000, Hon. Makki was enrolled in the Masters of Business Administration programme of the highly revered Ahmadu Bello University, Zaria, Kaduna State where he obtained his MBA.
Hon. Makki after leaving NEPA, returned to Jigawa State to join the Ministry of Finance and served in different capacity and played critical roles in the reorganization and transformation of the Ministry during those years from 2004 to 2010.
Hon. Makki returned back to the Federal Public Service as one of the pioneer staff of the Nigeria Electricity Liability Management Ltd/GTE in 2010, where he joined as Senior Manager Finance and Accounts, and was responsible for the setting of the Finance and Accounts Unit as well as the entire organization structure. Hon. Makki remained in the service of NELMCO where he rose through the ranks to the position of Assistant General Manager (Finance and Accounts) before he resigned in 2018 to venture into politics.
Makki is happily married with children and has a passion for reading, travelling, sports and other outdoor activities.
On 18 February 2021, South American University Honoured Hon. Makki Abubakar Yelleman with Doctorate Degree In the Field of Leadership and Governance.
Hon. Abubakar Makki Yalleman was elected as the Representative of the good people of Kaugama/Mallam Madori Federal Constituency in March, 2019 . He was appointed Deputy Chairman House Committee on Defence. He is also a member of other standing and ad hoc committees of the House of Representatives.
Yalleman due to his outstanding performance in the 9th National Assembly, he was re-elected by his constituents to represent them in the 10th National Assembly. Yalleman won the election under the umbrella of the ruling All Progressive Congress. He is one the lawmakers to watch as the days of the inauguration of the 10th National Assembly draws nearer.
