Alledged N50 million scandal: Justice Halima tongue-lashes suspended Chairman, says he’s ‘foolish’
Justice Halima Ibrahim Abdulmalik had took a swipe against the suspended chairman of Shiroro local government area Suleiman Dauda Chukuba as she took him to cleaner saying is being foolish in his conduct.
“With the greatest respect to you, with the greatest respect to you, you are being foolish.
Why do you write that letter. Have you seen how you failed to comply with the budget”, she angrily thounglashed the suspended chairman while further cross examining him.
Suleiman Dauda Chukuba who was being grilled for over seven hours by both the lead counsel to the Commission, Bala Mohammed Usman and the Chairman of the Commission, Justice Halima Ibrahim Abdulmalik got the shock of his life in the Commission from the chairman.
Apperently not satisfied with the explanation of the suspended Chairman over how funds belonging to the Local Government Area were expended by Suleiman Dauda Chukuba, Justice Halima Ibrahim flared up and gave the suspended chairman the insult he never expected.
The embattled Chairman was being subjected to unexpected quizzing by both the lead Counsel to the Commission for over four hours, while the Chairman of the 3 man Commission of inquiry took over the cross examination from 4.15 pm through 9.13 pm
All the findings of the Commission from the suspended chairman centred on how the tenement rate of N50 million rate from the North South Distribution Company in Shiroro Dam, and other funds belonging to the Local Government were expended without following the needed financial regulations of the constitutional procedures of the local government law.
Justice Halima Ibrahim equally took Suleiman Chukuba up on the award of contracts and expended the sums of N35 million on security and vigilante group invited from Kaduna to support men of the vigilante group of the local government
Similarly, she needed further explanations from the suspended Chairman on why the award of contract on the drilling of boreholes were not in tandem with the budget and the contractual agreement as approved by the councilors.
“The contractual agreement in the budget was motorized boreholes, but ended up providing hand pump boreholes which was contrary to the contual agreement in the budget.
The Commission also subjected the suspended Chairman to questions on series of financial transactions of the council without the needed documents to back up his expeditures.
The judicial Commission of inquiry investigating the suspended chairman was constituted by governor Abubakar Sani Bello to investigate the allegations brought against the suspended chairman by the councilors of the local government.
The Commission was given one month to submit its reports from the date of inauguration.
Meanwhile, the Commission will make its final submission Tuesday, Wednesday and to be adopted.
